Wladyslaw Mielczarski (PhD, DSc) is a Life Professor in Electric Power Engineering nominated by the President of the Republic of Poland in 2002 for the commitment to research and development of modern power engineering with special achievements in electricity markets.

Professor W. Mielczarski received his degree in Electrical Engineering, at the Technical University of Lodz in 1973. He had worked for two years as an engineer in the power supply industry before he became a PhD student in 1975. After three year study he received a PhD degree and joined the Institute of Electric Power Engineering at the same university as a Lecturer. In 1987 he was awarded a DSc degree (habitation) and received a post of Associate Professor. Between 1991 - 1992, he worked as a Lecturer at Curtin University of Technology in Perth, Western Australia. In 1992, he won a competition for a tenured post of the Associate Professor at Monash University in Melbourne. Working at Monash University, he was involved in the introduction of electricity markets in the state of Victoria and the National Australian Electricity Market. Between 1997 and 2001, he worked as a consultant to Ontario Hydro Technologies on various projects aiming at the introduction of the electricity market in Ontario. In 1999-2000, as the energy adviser to the Deputy Prime Minister of Poland, Prof. L. Balcerowicz, he designed the structure of the Polish Electricity Market. The project was approved by the Polish government and implemented in 2001 and 2002. Currently Professor W. Mielczarski is a Leader of the Electricity Market Research Group located in the Institute of Electric Power Engineering, Technical University of Lodz organizing the International Conference "The European Electricity Market" each year. The conference attracting over 200 participants has become an annual event. He is also working as a consultant to the power supply industry, the central administration and the Polish Parliament.

The most important achievements include: the design of the Polish electricity market, design of two advanced programs (LPD and GMOS) for commitment and dispatch of generating units in the Polish balancing market for the PSE (Polish Grid Company).Both programs were implemented in September 2001.

Professor W. Mielczarski has published eight books and over 150 journal and conference papers. His books are published by prestigious houses such as "Fuzzy Logic Techniques in Power Systems" by Springer Verlag, "Competitive Electricity Markets" by Nova Science Publishers, New York, "Quality of Supply and Management of Network Losses" by Optimal Energy Solutions, Melbourne.
